It's no secret that the state of Michigan has a lot of debt -- try $2.8 billion.  Various "solutions" have been proposed, including offering a tax incentive to film-makers who shoot movies in Michigan.  Most recently, however, there has been a new proposal that will leave Michigan college students very thirsty.
